This report identified a total of 25 Healthcare Common Procedure Coding System (HCPCS) codes with average sales prices (ASP) that exceeded average manufacturer prices (AMP) by at least 5 percent in the second quarter of 2010. If reimbursement amounts for all 10 codes with complete AMP data had been based on 103 percent of the AMPs during the fourth quarter of 2010, the report estimates that Medicare expenditures would have been reduced by $713,000 in that

Measuring effective tax rates using tax revenue figures is attractive, given that revenues collected capture the net effect of tax provisions and taxpayer behaviour that are difficult to model. Yet reliance on aggregate tax and income data requires restrictive assumptions and significantly limits the scope of analysis. This study considers advantages of relying on micro-data to assess average tax rates on labour, capital and transfer income and presents some illustrative results. The analysis emphases the importance of matching taxpayer-level information to income flows, and notes difficultie

As the DoD enters the 21st century, the average ages of its mil. weapon systems & equipment are increasing, primarily because DoD has not routinely replaced equipment purchased during the Cold War era. Typically estimates of the benefits of education investments show average private rates of return for the average individual. The average may not be useful for policy. An examination of the distribution of the returns across individuals is needed. The few studies that have examined these patterns focus on high-income countries, showing investments to be more profitable at the top of the income distribution. The implication is that investments may increase inequality. Extending the analysis to 16 East Asian and Latin American countries the authors observe mixed evidence in middle-income countri

Despite growing demand for food aid, rising business & transportation costs have contributed to a 52% decline in average tonnage delivered over the last 5 years. These costs represent 65% of total emergency food aid, highlighting the need to maximize its efficiency & effectiveness.

Nearly 11 million Medicare beneficiaries are enrolled in Medicare Advantage (MA), Medicare's private health insur. option. Benefits vary by MA plan and may include coverage for services not avail. in traditional Medicare. To ensure MA plan benefit package designs do not discriminate against beneficiaries in poor health with high expected health care costs, the Centers for Medicare & Medicaid Serv.
