Introducing individual retirement accounts has a positive incentive effect that increases the share of the economically active population contributing to the reformed pension system. But this effect occurs only gradually as employers and workers become familiar with the new set of social insurance institutions put in place by reform.

This study looks at coupons and price discounts, two methods of lowering the cost of fruits and vegetables (F&V), and uses household purchase data and a consumer demand model to examine each method. Coupons influence consumer behavior through a price-discount effect and an informational/advertising effect. Because of this dual effect, the use of a coupon to increase F&V purchases may be more effective than a pure price-discount policy or other noncoupon promotion. Assuming a coupon usage rate of 10 to 50 percent, lowering prices through a ż10 percent offż coupon would increase averag

Empirical evidence suggests that oil price increases have a negative effect on spending whereas oil price declines have no effect. The estimated negative effect of an oil price increase on spending is larger if we focus on oil price increases that occur after a period of stable oil prices (net oil price increases), or if spending includes durables, the latter suggesting the possible negative influence of energy prices on the purchase of big-ticket consumption goods. Furthermore, the estimated oil price coefficients in the consumption equation do not show parameter instability during the 1980s,

One factor that may be important in explaining rising childhood obesity is food prices. This report explores the effect of food prices on children's Body Mass Index (BMI) using data from the Early Childhood Longitudinal Study, Kindergarten Class of 1998-99 (ECLS-K) and the Quarterly Food-at-Home Price Database. On average, higher prices for soda, 100 percent juices, starchy vegetables, and sweet snacks are associated with lower BMIs among children. In addition, lower prices for dark green vegetables and lowfat milk are associated with reduced BMI. The effect of subsidizing healthy food may be

This volume tests the relevance and usefulness of guarantees in funding development projects. It finds that the presence of guarantees from multilateral or bilateral agencies can encourage financial flows. In this way, they can have a positive effect on sovereign ratings as well as their immediate direct effect on the local development environment. In addition development guarantees can help stimulate and stabilise local capital markets, thus providing future benefits for both public and private investors.
