The lack of funding available from the financial sector for small and medium-sized enterprises (SMEs) is known as the "financing gap". This timely report analyses this gap for both credit and equity financing and seeks to determine how prevalent such a gap may be, both among OECD countries and non-OECD economies. The report recommends measures to foster an improved flow of financing to SMEs and entrepreneurs.

A substantial gap in test scores exists between indigenous and non-indigenous students in Latin America. Using test score data for 3rd and 4th year primary school pupils in Guatemala and Peru, and 5th grade pupils in Mexico, the authors assess the magnitude of the indigenous and non-indigenous test score gap and identify the main family and school inputs contributing to the gap. A decomposition of the gap into its constituent components suggests that the proportion that is explained by family and school characteristics is between 41 and 75 percent of the overall test-score gap. Furthermore, fa

Illustrates the analytical content of the global slack hypothesis in the context of variant of the New Open-Economy Macro model under the assumptions of both producer currency pricing and local currency. The model predicts that the Phillips curve for domestic CPI inflation will be flatter under most plausible parameterizations, the more important international trade is to the domestic economy. The model also predicts that foreign output gaps will matter for inflation dynamics, along with the domestic output gap. When the Phillips curve includes the terms of trade gap rather than the foreign ou

This is a print on demand edition of a hard to find publication. The Internal Revenue Service (IRS) does not know how many businesses failed to file required returns, nor does it have an estimate of the associated lost tax revenue -- the business non-filing tax gap. Many cases it does investigate are unproductive because the business does not owe the return IRS expects. This report assessed: (1) the data challenges of estimating the business non-filer tax gap; (2) how recent program changes have affected IRS's capacity to identify and pursue business non-filers; and (3) additional opportunitie

What is the potential for a divergence in views among civilian and military elites (sometimes referred to as the civil-military gap) to undermine military effectiveness? The authors propose a five-stage analytical framework that encompasses the main areas where a civil-military gap might have an impact. Using an existing survey-based dataset (prepared and administered by the Triangle Institute for Security Studies) to inform this framework, they find a variety of differences among the military and civilian respondents. However, most of those differences disappeared when the authors focused on
