On Dec. 31, 2005, 20,888 State inmates (1.8%) and 1,592 Fed. inmates (1.0%) were infected with HIV or had confirmed AIDS. Half of the HIV/AIDS cases were in the South, nearly a third in the Northeast, and about a tenth in both the Midwest and the West.
