Private defined benefit (DB) pension plans are an important source of retirement income for millions of Americans. However, from 1990 to 2006, plan sponsors have voluntarily terminated over 61,000 sufficiently funded single-employer DB plans. An event preceding at least some of these terminations was a so-called plan żfreezeż -- an amendment to the plan to limit some or all future pension accruals for some or all plan participants. This report examines: (1) the extent to which DB pension plans are frozen and the characteristics of frozen plans; and (2) the implications of these freezes for p

Some U.S. financial and pension consulting firms have recently proposed alternatives to terminating a defined benefit (DB) pension plan and contracting with an insur. co. to pay promised benefits. In their proposals, a plan sponsor would transfer the assets and liabilities of a hard-frozen DB plan along with additional money to a financial entity, which would become the new sponsor. This report addresses the following questions: (1) What is the basic model of proposed sales of frozen DB plans to third-party financial firms and how does it compare with a standard plan termination? The Social Security Admin. (SSA) has experienced processing delays and significant backlogs of disability claims at the hearings level. In May 2007, SSA began implementing a plan for eliminating the hearings backlog entitled Summary of Initiatives to Eliminate the SSA Hearings Backlog (the Plan). This report: (1) examined the Plan's potential to eliminate the hearings-level backlog; (2) determined the extent to which the Plan included components of sound planning; and (3) identified potential unintended effects of the Plan on hearings-level operations and other aspects of the disability proces

Summary of a briefing in June 2010 in response to a mandate in the Dept. of Homeland Security (DHS) Appropriations Act. This mandate required DHS to complete an expenditure plan that satisfied 11 specified conditions, and for the plan to be submitted to and approved by the House and Senate Appropriations Comm. before the agency could obligate $75 million of the $800 million appropriated for U.S. Customs and Border Protection border security fencing, infrastructure and technology. In response to these requirements, DHS submitted a plan to Congress. This report reviewed the plan and the Senate a
