Following the elections in Iraq, the elected National Assembly and new interim government began grappling with Iraqżs substantial post-election challenge -- governing a nation. In Aug. 2004, the U.S. Institute of Peace (USIP) launched a novel project in which it sought to develop multiple scenarios for the Iraq elections. This paper describes that project and illustrates how scenario planning can help policymakers grapple with great uncertainty and complex political environments. It was prepared by Alan Schwartz of PolicyFutures, LLC, who facilitated the scenarios exercise. Illustrations.

Describes the use of a distributed hydrologic model to evaluate different data scenarios. The study attempted to answer questions such as; what will happen to the basin water resources if a) there is a change in climate; b) it is decided that more water must be retained in the river for environmental reasons; c) more water is extracted for urban and industrial use; d) the timing and accounts used for water are changed?

Presents two alternative scenarios of water demand and supply for 118 countries over the 1990 to 2025 period and develops indicators of water scarcity for each country and for the world as a whole. This study is the first step in IWMI’s long-term research goal: to determine the extent and depth of water scarcity, its consequences for individual countries and what can be done about it.

This publication contains a methodology and software tools for assessing carbon stocks and modelling scenarios of carbon sequestration developed and tested in pilot field studies in Mexico and Cuba. The models and tools enable the analysis of land use change scenarios in order to identify in a given area (watershed or district) land use alternatives and land management practices that can both maximise food production, soil carbon sequestration and biodiversity and minimize land degradation. The aims is to develop and implement "win-win" options that satisfy the multiple goals of farmers, land

This volume of the Schooling for Tomorrow series goes beyond the OECD’s own set of educational futures already published. It discusses how to develop scenarios and use them to address the challenges confronting policy and practice. Its chapters give both authoritative scholarly overviews and very practical lessons to be applied, including from Jay Ogilvy, a prominent exponent of scenario thinking for the business world, and school change expert Michael Fullan. This book is relevant for the many – policy makers, school leaders and teachers – concerned with the long-term future of educat
