Between 1997 and 1999 the ECMT issued three reports and three resolutions on safety in road traffic for vulnerable users, namely cyclists, pedestrians and users of two-wheeled motorised vehicles (mopeds and motorcycles). These studies form part of a wider area of review which, in addition to road safety itself, takes into account the demographic trend in ECMT countries - population ageing - and the highly topical issues of mobility, land use planning, the environment and public health. The measures recommended (whether general or specific to each user category) show that much remains to be don

This Round Table examines the basic case for liberalisation of the taxi industry, and reviews experiences with taxi (de-)regulation in OECD and ECMT member countries. There are a number of aspects to regulation of the taxi industry including entry, price and service quality regulation. The discussions of these aspects concluded that little empirical evidence supported the argument that entry restrictions improved capacity utilisation. On the contrary, the case could be made that increased entry and associated economies of density, as well as shorter passenger waiting times, warranted subsidies

This Round Table is one of a series of research events to discuss tools to improve transport planning. It addressed the macroeconomic effects of transport infrastructure policies, and aimed at identifying analytical and empirical tools that could determine the overall volume of public expenditure for transport infrastructure investment. It also sought to identify state-of-the-art methods for assessing the macroeconomic impact of transport infrastructure investment. Background papers were provided by David Canning (Harvard University), Charles Hulten (University of Maryland) and Andreas Kopp (O

Crime in road transport is a serious and growing problem, and although its extent is difficult to estimate, data in some countries show that up to one per cent of the commercial fleet is stolen each year at an annual cost of many millions of euros. This study of 23 European countries describes the most common types of commercial vehicles and goods theft, considers various recording methods and statistical difficulties involved in measuring the phenomenon, and lists existing and potential security improvements for road freight vehicles. This report results from two European Conference of Minist

This publication presents the proceedings of the February 2001 International Seminar on Regulatory Reform in Road Freight Transport, organised by The European Conference of Ministers of Transport (ECMT). It contains all the documents presented to the seminar, the conclusions of which provided the basis for a discussion on road freight transport during the ECMT Council of Ministers meeting in May 2001. The report considers the main issues of road freight transport regulation designed to promote greater efficiency whilst ensuring security, respect for the environment and harmonious social develo
