Part of a larger RAND Project Air Force study on capability-based programming, this report introduces a revealed preference methodology to estimate the value to the United States Air Force of expediting F-15 fighter jet programmed depot maintenance (PDM). Such a valuation estimate would be useful in depot-level cost-benefit analysis. The authors rely on the fact that the Air Force has chosen to pay for intermittent PDM on F-15s to assert that F-15s must have enough value after PDM visits to justify PDM costs. Air Force expenditure data suggest that a typical fiscal year 2005 PDM visit cost abo

This technical report describes the F-15 programmed depot maintenance (PDM) process as performed at the Warner Robins Air Logistics Center (WR-ALC) in FYs 2004-2006. WR-ALC has a sequential process that F-15s follow when undergoing PDM. The average WR-ALC F-15 PDM visit runs behind schedule. This problem was reduced in recent years, largely because planned durations became more realistic. Durations also seem longer because customers do not pick aircraft up as soon as they finish PDM. Pickup lags for F-15s based overseas are expected, because they are typically flown overseas in pairs to make m

The problem with mind control is the question 'who controls the controller?'. It's an annoying little paradox. And if it's a device that's capable of mind control, it just gets worse. Who's operating it? Who programmed it? Who wrote the specs? Who's behind the company that made it? When such a device gets lost in the mail, the race is on to control the ultimate. Experience the exception!

Aging U.S. Air Force fleets have deterioration problems, resulting in increased maintenance workloads. Nowhere are those increases more troubling than in the workloads associated with programmed depot maintenance (PDM), which can be significant, requiring 2,000 to 50,000 labor hours. RAND developed the PDM Capacity Assessment Tool (PDMCAT), applied it to the KC-135 PDM process, with three alternative forecasts of future workload and two fleet-size scenarios, to inform aircraft availability and resource allocation decisions. The PDMCAT forecasts the annual number of aircraft that will be in PDM

In January 1993, the RAND National Defense Research Institute was asked by the Office of the Under Secretary of Defense for Acquisition to compare the practicality and cost of two approaches to future submarine production: (1) allowing production to shut down as currently programmed submarines are finished, then restarting it when more are needed, and (2) continuing low-rate production. The research was motivated by concerns that the submarine production base might not be easily reconstituted if production is shut down and by the countervailing recognition that deferring new submarine starts m

This text addresses the understanding and alleviation of poverty, inequality, and inequity using a unique and broad mix of concepts, measurement methods, statistical tools, software, and practical exercises. Part I discusses basic fundamental issues of well-being and poverty measurement. Part II develops an integrated framework for measuring poverty, social welfare, inequality, vertical equity, horizontal equity, and redistribution. Part III presents and develops recent methods for testing the robustness of distributive rankings. Part IV discusses ways of using policy to alleviate poverty, imp

All living organisms are like biological robots. Their physical actions, organic capabilities and senses are firmly and very narrowly limited and so programmed in the DNA. Brain, the master controller of the living system, is as susceptible to external and internal stresses as all other bodily components. The brain is also abode of the mind, and the mind is the embodiment of thoughts. The scientific observation that brain and mind die simultaneously is irrefutable. Wherein the brain the mind parks itself is a mystery. The brain is more intricate than the universe and the mind exceeds the brain
